They planned to build a million dollar, state of the art animal shelter... capable of housing 350 stray dogs and cats.
But local residents and business owners balked at the project-- saying the odor and noise would ruin the area.
SPCA officials say now they just need to look toward the future.

Rubber workers in Bedford will have another chance to vote on a proposal that could prevent hundreds of jobs from leaving central Virginia.

Last Sunday, union members narrowly rejected a Rubatex Corporation plan to make its Bedford intrusion facility more efficient.
Rubatex then said it would move the operation to its Colt, Arkansas plant, taking with it 287 jobs.
While the company proposal remains the same, a NEW union vote has been scheduled for next Monday.
Human Resources Director Jerry Kirschke (kersh-kee) says if the vote is strongly in favor this time, the company would reconsider closing the Bedford facility.

The chemical company recently said it might close its nylon plant.

They bathe the infants before the therapy, then use a light, vegetable-based oil for the massage.
Parents take lessons at the hospital twice a week to learn the hand movements themselves.

Martinsville City Council broke the law when members held a closed-door meeting on how they will spend tax money and then refused to release a report about it.
Judge David Williams has ordered council to release its "Martinsville 2000" report.
But Williams will keep the document under seal for ten days in case the city decides to appeal.
The Martinsville Bulletin sued council, alleging its members had violated the state Freedom of Information Act after they closed a May meeting to the public and refused to turn over the report about financing for capital improvements projects.

In just a matter of weeks, Knob Hill subdivision's first home will be ready for its family.
The city of Galax obtained a grant to extend a road and utilities and create playground space.
In most cases, it will donate the lots to keep prices low for homebuyers.
Knob Hill is the city's effort to relieve a low-cost housing crunch, and ensure a stable work force for the industries which give the city a stable economy.
