The now defunct Virginia Council On Day Care and Early Childhood Program is facing public scrutiny.
The council was responsible for improving child care programs in the state.
Before the agency was dissolved it hired an attorney to review procedures, including its accounting practices.
Salem resident, Mary Ellen Verdu, headed the council from 1992 to '94.
She says she has yet to see the report, but others have told her it contains allegations of bid rigging for contracts.
Verdu says those charges are ludicrous and unfounded.
