President Clinton has rejected another clemency appeal from Pollard.
The civilian Navy intelligence expert pleaded guilty in 1986 to spying for
Israel.
Since then, Israel repeatedly has appealed for Pollard's release.
President Bush refused, and now President Clinton has issued his second
rejection.
Clinton reportedly made the decision because of the enormity of the
offense, Pollard's lack of remorse and his continuing threat to national
security.
