Convicted spy Jonathan Pollard will remain in jail- serving a life sentence.
President Clinton has rejected another clemency appeal from Pollard.
The civilian Navy intelligence expert pleaded guilty in 1986 to spying for Israel.
Since then, Israel repeatedly has appealed for Pollard's release.
President Bush refused, and now President Clinton has issued his second rejection.
Clinton reportedly made the decision because of the enormity of the offense, Pollard's lack of remorse and his continuing threat to national security.

A vacation to the summer games in Atlanta turned tragic for a local woman.
Officials say 44- Vicki White of Salem suffered a heart attack this morning.
She was waiting to get into the Olympic Stadium for track and field events.
White's brother, who was with her, complained that the ambulance took 15- minutes to get to her.
But 9-1-1 records show that paramedics were on the scene within four minutes of the emergency call.

The university extended the offer to 38 hundred male students.

200 couples who lost a baby through crib death were interviewed.
It was discovered that one or the other parent smoked in nearly nine out of ten cases.
The study also emphasizes the importance of putting babies to sleep on their backs and not letting them get too hot.
Still, the exact cause of crib death remains a mystery .
Up to six thousand babies a year die of unexplained causes-- usually in their cribs.
