A source involved in the investigation confirms to C-B-S News that the chemical is consistent with a bomb or a missile.
But a senior law enforcement says that all three theories -- bomb, missile and mechanical failure -- are still being considered.

But the Roanoke County Police weren't chasing the suspect they intended.

Police say the speeding car got away after Tina Justus of Bassett in this Mercury Sable would not get out of the officers' way.
When police attempted to pull the Sable over, Justus refused and drove off reaching speeds up to 90 miles per hour on 5-81 and Interstate 81.
City and State Police joined the chase and forced her to stop.
Neither she nor her passenger were injured.
Police say Justus ran because she was allegedly driving a stolen car.

Toyota is reportedly recalling nine-thousand late-model Tacoma pickups.
"The Dallas Morning News" reports the company is announcing the voluntary recall to check out a potential structural flaw which the company says is unlikely to cause problems under normal driving conditions.
The only vehicles affected by the re-call are two-wheeled drive 1995-1996 models.

Early Sunday morning, inmates used a metal bunk to smash a window in the rear of the jail.
But iron bars in the window sill kept any prisoners from getting out.
Guards discovered the damage during a routine cell check.
Simpson says about twenty inmates were involved in the escape attempt.
They were being held in a dormitory- like cell due to overcrowded conditions in the main building.
Three prisoners have escaped from the jail in the last two years.
All were re- captured within a day.
