That's when what was left of Hurricane Juan caused dramatic flooding.

Keith, the Governor was comparing the potential impact of this hurricane to
Hugo in 1989.

He did declare a state of emergency midday today.
But state Emergency Services director Addison Slayton says this will be
worse than Hugo, because Hugo was a relatively dry storm that moved across
Virginia much more quickly than Fran will.

So the emergency operations center was just starting to get staffed up this
afternoon.
A database of available resources is being compiled -- but local emergency
officials were warned in a conference call that state relief would be spread
very thin.
About three- fourths of Virginia is expecting some disaster impact from
Fran.

I listened in to a conference call with local officials from Southside and
Southwest Virginia.
Top concerns include: how many hours of intense weather?
About 15 starting around midnight.
Will the state or National Guard provide vehicles that can get through high
water?
The answer, not yet -- they want to see where the worst action is before
deploying any help.
So localities should be organizing their own fleets.
And they should be prepared to help their neighboring locality out -- that
would be coordinated from Chesterfield County.
The National Weather Service asked to be notified of any dams that could
potentially fail -- so they could post flash flood warnings for those
downstream.

They have. And that and any Coast Guard support will be helpful because the
state has NO helicopters that can fly on instruments on in bad weather.

As Fran brings floods to western Virginia, her eastern side could spin
tornados off across the state.
So that presents a whole different set of deadly challenges for emergency
workers.

coping with flood waters brought on by heavy rain that fell just a few days
ago.
Many fear the water that still blankets the area could be nothing compared
to what may be in store.

A four-car accident in Wytheville killed two people this morning.
Police say Trenton Lacy Crockett of Wytheville crashed his Dodge Dakota into
an Oldsmobile on Tazewell Avenue, injuring THAT driver, Mary Etta Davidson of
Wytheville.
The Dakota then ran up on a sidewalk, plowed into a PARKED Dodge pickup,
pushing it into a parked FORD truck
Crockett and a woman in the parked Dodge, Doris Jean Bivens of Bastian both
died in the crash.
Crockett's body has been sent for an autopsy to determine whether a medical
problem caused the crash.
