Two Virginians are dead as a result of what was Tropical Storm Fran.
A 53-year old woman in Highland County died when she tried to cross a flooded creek in an all-terrain vehicle.
And a man in Fairfax County was killed when his car slammed into a tree that fell into the highway.
Meanwhile, the National Weather Service predicts the Roanoke River will crest at midnight.

A second dam collapse there was averted when engineers dug a channel in the new dam. That allowed excess water to pass through.
