State emergency officials are counting the disasters: besides one fatality, groups in Montgomery County and Elkton are stranded by flood waters, 413-thousand Virginia Power customers without power in central and eastern Virginia, 15 primary and 253 secondary roads closed, and 35 shelters are open.

Parts of the Roanoke VALLEY are starting to see some high water.

Scott Prince has been keeping a close eye on the area since the early morning hours... and he now joins us from the banks of the Roanoke River.

Jean, the Roanoke River is suppose to crest at 18 feet tomorrow morning.
That could cause some serious damage to a great number of folks along the river in the next 12 hours or so.
But flooding has already begun in Salem.

It looked like even more Salem residents would have to leave their homes this afternoon.
Folks living in the Salem Mobile Home Park and Ramey's Mobile Home Park had to be moved to higher ground.
A construction bridge on the Interstate had broken... sending a surplus of water down Mason's Creek.
Officials said the move was strictly a precaution... and everyone was allowed to return to their homes in a few hours.))

With the storm bearing down on Virginia, engineers chose to cut a channel through the dam to let the expected excess water flow through.
The gamble paid off... and residents today were rewarded with the sight of their dam still intact.. a short fourteen months after the original was destroyed.

In Montgomery County, the raging south fork of the Roanoke River has forced dozens of evacuations.

Hardest hit has been the Alleghany Springs area.
Several deputies and state police officers have been stranded all day with more than 50 residents they helped evacuate from a mobile home park.
And just a couple of hours ago, police had to close route 11 at Lafayette.
Several residents there were also forced from their homes.

The principal of Shawsville Elementary School is also stranded, as water continues to lap around the building.
Though there have been some dramatic rescues today, authorities have not reported any injuries.

Fran rushed through Rockbridge County without the predicted fanfare.
High waters closed roads, but the county has dodged serious flood damage.
One of the county's trouble spots was Collierstown.
Buffalo creek climbed out of its banks making travel treacherous on route 251.
The South River section of the county was also off limits.
County officials say no one was seriously injured.
