The thousands of American soldiers on their way to the Gulf will be joining a force of 12-hundred-- already there, conducting war games.
And now, Saddam Hussein appears to be backing off his threats to shoot patrol planes out of the skies over Iraq.
But no one seems to know what his offer of a cease fire means.

It is a turn away from the rhetoric coming from baghdad so far and officials at the Pentagon call the news, encouraging the president s spokesman calls it nothing to count-on, just yet. MIKE McCURRY, WHITE HOUSE SPOKESMAN ACTIONS SPEAK LOUDER THAN WORDS.
The message from the u.s. has been clear.
Eight stealth fighters arrived to their final destination today and 18 f-16 jets are on the way.
The objective is to squeeze saddam between the two narrow no-fly-zones.
The President's security advisors met at the White House to talk about tactics and options.
The president did not attend the meeting.
Meanwhile, as he has been all week, Vice Presidential candidate Jack Kemp kept up the Republican criticism of the Clinton Middle East policy, saying it s high time the President re-vamp his Middle East objectives.
