Authorities have charged the Pulaski County registrar with three counts of stealing public funds.
Phyllis Kay Hanks turned herself in yesterday when investigators asked her to come to the sheriff's office.
Sheriff Ralph Dobbins says when Bell Atlantic refunded county departments for overpayments, Hanks deposited three checks to the registrar's office in her PERSONAL account.
The checks totalled more than 17 hundred dollars.
Dobbins says Hanks repaid the full amount to the county last week.
