President Clinton joined other world leaders to sign a historic nuclear test
And an incident over a North Korean submarine is escalating, with South
Korea pushing to revive war games with the United States.

At the United Nations today President Clinton and other world leaders put
their signatures to a nuclear test ban treaty.

Mr. Clinton used the same pen that President Kennedy used to sign a 19-63
treaty, which banned nuclear tests everywhere except underground.
The new treaty bans all blasts.
After signing the agreement the President told the General assembly he wants
to see international agreements against the spread of nuclear weapons.
He also proposed zero-tolerance for nations that sponsor terrorism and drug

Today's treaty does not yet have the force of international law because
India, a nuclear state, refuses to sign it.
Despite today's treaty signing, North Korean's nuclear program could be
South Korea has asked the U-S to renew joint war games, following the
North's failed submarine infiltration last week.
The U.S.- South Korea exercises ended last year to help prod North Korea
into dismantling a suspected nuclear weapons program.

For days, the hunt for north korean infiltrators has spread across hundreds
of square miles and taken a deadly toll on both sides...
Several South Korean soldiers have been killed...and so has a civilian
whose fatal mistake was hunting for wild mushrooms on a hillside.
And while the hunt has so far involved no americans, south korea's leaders
are using the presence of 37-thousand US troops as a big stick...
Saying today they want to restart annual war games with the Americans
called Team Spirit...called off last year as a gesture to the north duriog
talks on disbanding North Korea's nuclear program. The North see team
spirit as a threat...preparations for war.
The Americans haven't responded yet to the South's request...but US
officials have said they don't want the North Korean incurwion t disrwpt
the delicate deal worked wt witi the North curbing its nuclear ambitions.
Meanwhile..the war of words is being fought equally hard on both
sides...the South calling the incident a deliberate military provocation.
The North finally issuing a statement insisting the submarine was on a
routine training mission in the North when the engine failed and it drifted
into South Korean water. It is made mostly of plastic to avoid detection by
radar or other senors.
And proving that reality doesn't always figure-in when it comes to these
two countries..the north is now demanding the submarine and it's dead crew be
returned. The answer from the south...not now, not ever.

Policy makers at the Federal Reserve are deciding at this hour whether to
raise short term interest rates.
Analysts say the Fed may be nervous about recent economic growth, feeling it
could lead to inflation.
Raising the rates would slow growth.

Michael Obremski has admitted that he WAS the Raleigh Court stalker.
The Roanoke man was sentenced today in Roanoke County Circuit Court to 15
and a half years in prison.
Obremski had earlier pleaded no contest to making threatening telephone
calls to girls.
The specific charges included making threats to abduct, taking indecent
liberties with a minor and making an obscene phone call.

A Franklin County man is dead and his live-in girlfriend is now charged with
29 year old Clyde Price Junior was found at his Sydnorsville home with
multiple gunshot wounds to his chest and back.

Shively Light was arrested at the scene.
She'll be arraigned later today. Price's body has been brought to
Roanoke for an autopsy.
Police found a body over the weekend off a road in Culpeper County.
State police aren't releasing the victim's identity.
A police source says it appears the person died in a brutal manner.
This isn't the first time a body's been discovered in the area.
Just four months ago, Alicia Showalter Reynolds body was found along U-S 29
State police say it's too early to tell whether the two deaths are related.
The medical examiner in Fairfax will perform an autopsy Wednesday morning.
Lynchburg police are investigating an early- morning carjacking.
Around 1:45, authorities say the victim dropped off a friend at the
Greenfield Drive apartment complex, and was approached by two men.
One used a baseball bat to smash out the rear window, while the other forced
the driver out of his car at gunpoint.
The gunman is described as a light- skinned black male, about 5- foot-6, 140
pounds, wearing a blue ballcap and a blue jacket.

Of the two new television ads unveiled this week, one criticizes incumbent
Senator John Warner for accepting money from special interests. The other
charges that the Republican voted to cut 40- billion- dollars in
education, youth programs and job training.
Palestinians have erupted in protest over the midnight completion of a
tourist tunnel in Jerusalem.

Israeli police chased stone-throwing Palestinians from the area today after
workmen broke through the last stretch of rock.
The tunnel connects the Western Wall to the route Jesus is said to have
taken on his way to crucifixion.
But it also runs under a Muslim shrine, and Muslim clerics say the project

Telephone fraud has been around almost as long as the phone itself.

From there, the scam artist usually asks to be transferred to an outside
line... and for the receptionist to punch in a code number.
More often than not, the request is granted... and then that person has
access to make long distance... even international calls.
Worst of all the phone company, and long distance carriers are not at fault.
Therefore it's the victim who winds up footing the bill.

If you think it can't happen to you, think again.
Even the Roanoke County Police Department has been on the receiving end of
Nearly a thousand dollars worth of fraudulent phone calls were made from
police telephone lines... so TAX PAYERS have ultimately paid the price.
