It is the symbolism of departing handshakes between the two
estranged leaders that President Clinton hopes will serve to bring calm to the
region while talks continue.
After a final meeting between Israeli Prime Minister Benjamin
Netanyahu, Palestinian Chairman Yassar Arafat and President Clinton at the
White House, the President announced while they have not resolved their
differences. They have agreed to resume the stalled talks with the
withdrawal of Israeli troops from the West Bank town of Hebron the top
priority.
PRESIDENT CLINTON: I'M CONVINCED THIS PROCESS AND THESE PARTIES ARE IN BETTER
SHAPE IN THEIR RELATION TO ONE ANOTHER THAN THEY WERE TWO DAYS AGO AND PLEASE
PLEASE GIVE US A CHANCE TO MAKE THIS THING WORK IN THE DAYS AHEAD.
The president said Israel's opening of a second entrance into the
disputed tunnel near Muslim and Jewish Holy sites was also discussed, but no
agreement reached.
Representatives from the two sides will meet Sunday with an
American negotiator on the Israeli-Gaza border. No deadlines were set, only a
promise to negotiate on a full time basis. The leaders pledged to become
involved when necessary.
Both parties refused to make any statements at the president's
news conference, but the Israeli Prime Minister had this to say after
leaving the White House.

construction of the "smart highway."
Judge Jackson Kiser rejected each of the "New River Valley Greens'"
concerns.
Among them: the exact location of the highway and potential damage to a
plant called the smooth coneflower.
Though Judge Kiser said highway planners "certainly could have been more
thorough in their analysis of the project's environmental impact," the judge
said: the Greens'-- quote-- "have failed to demonstrate the environmental
impact statement was arbitrary or capricious."
