((In all of federal law enforcement there's perhaps no building as vitale as the one allegedly targeted in this latest militia conspiracy. It houses the fingerprints of more than 73 million Americans...and soon will become the nerve center for all of the FBI's criminal history files. Agents say Ray Looker...the self-described "general" of the West Virginia Mountaineer Militia had not only targeted the building for his own organization to attack, but sold blueprint copies of the facility to someone he thought was a Middle East terrorist.
JOHN O'CONNER/ FBI: MR. LOOKER WAS ARRESTED THIS MORNING FOLLOWING THE TRANSFER OF A PACKET OF INFORMATION - INCLUDING PHOTOGRAPHS OF CERTAIN BLUEPRINTS OF THE FACILITY - TO AN UNDERCOVER FBI AGENT IN EXCHANGE FOR $50,000.
Six other miliuia members were also arrested following a 16- month investigation of the group. Agents say the men had amassed large amounts of explosives...some of which were purchased by undercover federal agents.
O'CONNER: DURING THE COURSE OF THE INVESTIGATION WE OBTAINED 11 STICKS OF C-4, CERTAIN QUANTITIES OF TNT, BLASTING CCPS AND RELATED MATERIAL.: Like many other militias the "Mountaineers" reportedly were angry at the government over actions at the Branch Davidian compound near Waco Texas in 1993 and blamed the Oklahoma City blast on federal agents as well.
JIM STEWART/CBS NEWS: The West Virginia militia is described by lawmen today as being particularly skimled in explosives. Prior to his arrest, one of the suspects was said to be hard at work on a fuel air device...which, he boasted...would explode in mid-air and engulf an area the size of two football fields.
