The Chesapeake Bay Foundation has issued a report challenging a state finding on clean water.
The Department of Environmental Quality said 95 percent of Virginia's 29-thousand miles of monitored waterways meet clean water standards.
But the environmental group said the state does not monitor 40 percent of its waters.
A foundation report said Virginia waterways remain at risk from pollution. It said 65 percent of the river miles monitored by the D-E-Q fail to fully support the U-S Clean Water Act's goal of "fishable" and "swimmable" waters.

Authorities had a hard time finding an accident yesterday that left one man dead.

State police say a truck ran off the exit ramp at Orange Avenue and Interstate- 581 around lunchtime.
The truck went into the median and struck a concrete drain, killing the driver, 40- year- old Benny Joe Brant.
A passing motorist called in the accident, and police went to check it out.
They did not see it the first time around. Only after checking a few minutes later, did they find it.
State police say it appears Brant suffered a fatal heart attack just before the accident.

The Christian Coalition's voter guide for Virginia's U-S Senate race will go out Sunday.
And it's a lot friendlier to Senator John Warner than the group's guide that was distributed before the G-O-P primary this spring.
The Chesapeake-based coalition showed Warner on its side on only two of ten issues then, when founder Pat Robertson was supporting Warner's primary opponent.
In the new guide, Warner agrees with five of six coalition positions. Even the incumbent's campaign is mystified.

She denied misleading the public about the topic of the taped show that lead to murder.
The producers invited John Schmitz to appear on the program back in March of 19-95, for a show about secret crushes.
Schmitz found out on the show, that his secret admirer was a man.
Three days later Scmitz shot and killed his admirer.
Schmitz admits he pulled the trigger.
But his lawyers argue he was humiliated utterly embarrassed and because of psychological problems, is not guilty of premeditated murder.
