Good Evening.
You're watching NEWS-7 Primetime on WEFC, I'm Connie Stevens.
Joseph Payne had been slated to die by lethal injection at 9-o'clock tonight at the Greensville Correctional Center.

SUPER=04-File Tape;

Earlier today the Supreme Court denied Payne's request for appeal.
So it was up to Governor Allen-- who commuted the sentence.
He said he gave no weight to four jurors who helped convict Payne and then asked for clemency.
Allen turned the death sentence into life without parole.

The emotional goodbye began on a humorous note. THIS IS THE SAME WARREN CHRISTOPHER I REMIND YOU THAT MADE PEOPLE MAGAZINE'S BEST DRESSED LIST, AND THE ONLY PERSON TO EAT WHITE HOUSE M&M'S WITH A KNIFE AND FORK.
The President referred to the quiet and modest Warren Christopher..the man he chose for Secretary of State..the friend who is now leaving his side. FROM THE BOTTOM OF MY HEART, I THANK HIM FOR HIS SERVICE TO THE NATION, AND HIS UNIQUE FRIENDSHIP TO THE PRESIDENT..MR. SECRETARY.
It has been a whirlwind of diplomacy for Christopher, who has travelled more places in one term that any Secretary of State in history..and at age 71, it is time to hand the negotiating, and the frequent flyer miles over to someone else. CHRISTOPHER: BEING SECRETARY OF STATE IS TO TAKE PART IN HISTORY'S RELAY RACE. IT'S BEEN A GREAT PRIVILEGE FOR ME TO HAVE AN OPPORTUNITY TO RUN THIS CHALLENGING LEG OVER THE LAST FOUR YEARS.
He leaves behind a string of successes in places like Bosnia, in Haiti, and the Middle East.
But it is also the Middle East, and the new government under Benjamin Netanyahu that leaves Christopher's ultimate goal of peace in the region, -unresolved.
Defense Secretary William Perry has announced he will bow out as well-- along with commerce secretary Mickey Kantor, Energy Secretary Hazel O'Leary and Transportation Secretary, Federico Pena.
And even among those officials who don't want to go anywhere, there is question... JANET RENO, ATTORNEY GENERAL: HAVE YOU BEEN ASKED TO SUBMIT YOUR RESIGNATION? I THINK ANY COMMENT SHOULD BE MADE BY THE WHITE HOUSE AS TO THE PROCESS THAT IS BEING UTILIZED standup tag
Second term shake-ups like this are customary...new faces for a new term.
So far no announcements of any replacements, but the speculation of who may end up where is taking the attention off controversies like Democratic Party Fundraising practices and Whitewater-- a diversion the President will undoubtedly enjoy...as long as it lasts.
