Defense Secretary William Perry suggested today that the U.S. and others might scale-down plans to send troops to Zaire on a refugee aid mission.
That's because, as of tonight, hundreds of thousands of refugees have made it home to Rwanda.

(( And still the refugees are coming. the exodus is more organised now, the line tightly bunched, the pace relentless.
Monitors steer them towards the border.
There are no passport controls and on the rwandan side of the border, no registration either.
The sheer numbers have overwhelmed both aid workers and the normally stultifying official bureaucracy.
A relief worker tells children to hang on to an adult "don't let go," she says "you will get lost".
At the entrance to the town of gisenye, hand-painted signs give directions - few need them.
They may have been in exile for two years, but these people remember where home is.
There is no pushing or shoving.
In the swaying flow, there is instead a remarkable dignity,a dignity endowed by strength of purpose, and the will to go on and on and on.
A lucky few find places on perilously overloaded trucks, but they don't move much faster than the walkers
A huge camp at the border is being used as a rest stop by some.
If this man is listening to the news, he will find out what he already knows - he is the news.
No-one stays long here - a quick meal perhaps, and it's time to pack up and move. the bundles they carry represent everything these people have left in the world, and when you have little, everything is precious.
The most precious thing to a refugee is plastic, because as if life wasn't hard enough, this is the rainy season and every afternoon it buckets down.
The temperature drops too, which means anyone caught in the open risks a cold and perhaps pneumonia.
Rwandan officials reportedly said the border would be closed overnight, because they can't cope with any more refugees at the moment.....but more are coming.

All ten passengers and the pilot were taken to hospitals.

Roanoke officials became aware of allegations concerning staff members and missing supplies back in September.

She's spending a month in the United States, touring different school districts and studying their educational methods.
