OPEC Ministers have decided to keep their current production ceiling for at least 6 months.
The ministers say they're confident the oil cartel can keep the prices steady despite Iraq's expected return next month to the world market under relaxed U-N economic sanctions.
The oil Embargo against Iraq has been in place since the Persian Gulf war.
But as Allen Pizzey reports, thousands of Turkish truckers have been driving right through it, for years.

(( The rigs are often rattle-trap...always noisy. the view from the cab isn't the prettiest in the world...and the cargo isn't strictly legal. but a lot of people want to grab a piece of this action...

Because dirty hands and the stink of diesel fuel means money and power in the corner of iraq where the kurds are penned in.
In a semi-official operation that effectively breaks the UN embargo on iraqi oil sales...turkish trucks with special tanks welded under them carry up to 650,00 gallons of diesel fuel a day out of saddam hussein's iraq.
"IT'S A GOOD JOB"...THIS DRIVER SAYS..."IT'S HARD BUT IT'S GOOD."
How good?
Whether he's counting turkish lira...iraqi dinars or u.s. dollars...it's profit enough for drivers to put up with days of waiting at the border.
kurdish customs officials measure the tanks to tax the volume.
Tax is paid in cash before a truck crosses back into turkey. control of the revenue is a root cause of the conflict between the two kurdish factions. the trade began as a smuggling operation when the gulf war ended.
U.S. troops who were here had no orders to stop it...according colonel dick naab...who commanded the first mission to monitor the so-called kurdish "safe haven".
COLONEL DICK NAAB, U.S. ARMY (RET.) "MANY FELT IT WAS A WAY THE KURDS COULD GET REVENUE TOO. IT WASN'T TOTALLY DYSFUNCTIONAL."
And now it serves another functions. the customized trucks carry humanitarian supplies into kurdistan. and the fuel they bring out is big business for the three parties involved.
The baghdad government makes six or seven cents a gallon taxes earn the kurdish administration up to 50,000 dollars a day and the turks end up with cheap fuel.
It's not much in terms of the world oil market...but experts say the trade sustains saddam's regime...and whoever runs kurdistan.
Grabbing a share of the oil tax money is virtually the only game in town for the political barons here...partly because at washington's insistence...the trade embargo on saddam also applies to kurdish areas.
A deal between enemies isn't an unusual arrangement in this part of the world where business dealings and politics often go hand in hand.
Everyone manages to convince themselves that at the end of the day it's all one grand humanitarian gesture anyway...because it helps relieve the poverty of the kurds. no one...however...doubts iraqis...kurds and turks are dealing not just with diesel fuel...but with embargoed crude oil too.
"I WOULD SAY THEY DON'T REGARD IT AS CHEATING IN THAT PART OF THE WORLD. I THINK THEY REGARD IT MORE AS A BUSINESS AND A GREAT OPPORTUNITY FOR BUSINESS."
An opportunity good enough for more than 12,000 trucks to be modified for what must be one of the world's most exhausting runs.
