Federal safety officials say fuel tanks in Boeing 7-4-7's pose such a threat of explosion that urgent design changes must be made.

((Federal investigators are close to ruling out a bomb or a missile and are zeroing in on MECHANICAL FAILURE as the likely cause of the crash of TWA flight 800. A senior official at the NTSB told CBS News: We're beginning to converge on what we think may have happened in this accident. Evidence collected from the wreckage confirms that the plane's center fuel tank exploded in flight. Now, investigators suspect the Boeing 747's design was at least partly to blame. Investigators believe three air conditioners machines used to heat and cool the plane and located directly beneath the center fuel tank played a fatal role. The air conditioners ran for two hours while TWA 800 sat on the JFK tarmac in New York all the time radiating intense heat under the NEARLY EMPTY fuel tank. Investigators say THAT super-heated the fuel vapors inside creating an explosive cloud in the belly of the plane as it took off and climbed over Long Island. At 13-thousand-700 feet SOMETHING then ignited the blast that fractured the jetliner. Officials have not yet identified the ignition source, and electric pumps and fuel gauges from the center tank which could have produced a spark show NO signs of failure. But, sources say investigators are now looking hard at a new theory: the possibility that a spark from STATIC ELECTRICITY set off the explosion.
Experts say fuel moving through pipes inside the fuel tanks can create a build up static electricity. That's not normally a problem. But, if a pipe cracked or a seal failed the static may have discharged as a spark into the vapor-filled tank. Investigators now are searching through the wreckage of Flight 800 looking for signs of physical evidence to bolster their STATIC theory. Bob Orr CBS News Washington.))
