Virginia Tech officials began developing the program last year, following

The federal jury in Roanoke concluded Flynt had intentionally inflicted
"emotional distress" on Falwell by publishing a parody of a liquor ad,
suggesting Falwell was a drunk whose sexual initiation took place in an
outhouse with his mother.

Drug use among teens is increasing.
An annual government survey of 50-thousand students finds nearly
25-percent of EIGHTH graders report using drugs in the past year, more than
double the rate in 1991.
For high school seniors, the figure is 40-percent, up from 27-percent.
