The lag pay problem is the new payroll system the Governor will enact in January -- disbursing checks a day later each pay period, so state workers are paid two weeks after actual time worked, like the private sector.
Allen's proposed to make up for a few days of the missing two weeks.
But the rest would consume some of state workers hard-won two percent raises... that they were actually hoping to get sweetened this year.

A New York man will spend Christmas in jail for his role in an organized dog fighting ring exposed by Halifax County deputies.

24-year old Anthony Martinez will spend a total of 90-days behind bars beginning today.
The New York native was also ordered to do one-thousand hours of community service at an animal hospital.
Martinez and Alan Samuels were arrested in February after a Halifax County deputy heard a pit bull moaning in the back of a pick up parked outside a local country store.
Four injured dogs were discovered along with a videotape of people wagering thousands of dollars on dog fights.
Deputies also found other evidence of dog fighting-- including drugs and a skin stapler.

They found 41-year old Rodney Lee Wilhelm outside his house, carrying two handguns.
He fired one, and pointed the other at officer Lampe.

The Halifax Sheriff's department is hoping education will lower the number of domestic violence calls in the county.
Last year, the Sheriff's department answered 200 calls.
By October of this year the county had already exceeded that number.
That increase is one reason Sheriff Jeff Oakes is pinning his hopes on a new grant.

The department has received word more than 64-thousand dollars in federal and state money from the Department of Criminal Justice Services is on the way.
