Several environmental groups have launched another effort to stall the Smart Road.
On Friday the Sierra Club, New River Greens and the New River Valley Environmental Coalition filed a second complaint in federal court.
They want the court to require an environmental impact statement on several of the road's newly- added features to allow public input.
The groups say the features, such as snow- blowing, communication towers, and parking lots and trailers for researchers would significantly impact the environment.
A judge threw out the groups' first complaint, which charged that the highway department's first E-I-S did not comply with federal law.
The environmentalists are appealing that ruling.
