Days after the plane went down, weather related causes were also ruled out.
An N- T- S- B spokesman says the focus of the investigation has now turned to pilot error.
But it could take as long as nine months before officials make a final determination as to the cause of the crash.
The plane was recently purchased by Airborne Express... and a crew of six people were taking it on a "test run" when it went down.
There were no survivors.

A state police investigation is underway, looking into allegations of police brutality against the Bedford County sheriff's office.
David Fielder of Bedford says deputies roughed him up when he was arrested for disorderly conduct at a Smith Mountain Lake restaurant in June.
Fielder and 37 other people were charged that night, mostly with minor offenses.

Fielder says he hit his head as Lieutenant John McCain pulled him from his car to make the arrest.
An internal investigation turned up no wrong- doing, but Lieutenant McCain himself asked state police to look into the matter, in his words "to put it to rest".

A Roanoke man has been sentenced to five years in prison for attacking two women in June.
A plea agreement kept Ronnie Lee Howard from facing a more serious charges of attempted rape.
The 22- year- old pleaded no contest yesterday to holding two women at knifepoint outside their apartment.
He apparently let them go when they screamed.
Howard also pleaded guilty to breaking into a third woman's apartment.
All three incidents happened in June.
