Good Evening, I'm Jean Jadhon...
The discovery of this obscure, and apparently never used law comes just days before the 1997 General Assembly convenes. 2-SHOT Jean/Connie
Connie Stevens has followed the medical marijuana controversy from California to Washington.
Who'd have thought Richmond would be so far ahead of the curve?

Jean, this law was actually passed in Virginia's General Assembly in 1979.

The chief sponsor was then-state-senator Rick Boucher...who's now of course a southwest Virginia Congressman.
The Richmond Times-Dispatch newspaper uncovered the law over the weekend.

Connie, let me clarify Congressman Boucher's position first.
SUPER=@Ellen1;

We spoke with him by phone.
He wants to make it clear that this provision was part of a much larger legislative package reforming drug laws.
He does NOT remember this part of the bill.
But he defends it as being so narrowly drawn that marijuana would only be available through a doctor's prescription, in CAPSULE form.
And we haven't found any Virginia pharmacies that are legally allowed to do so or have.
