The federal appeals panel ruled Virginia's only black-majority
congressional district is unconstitutional because of racial gerrymandering.
That district runs from the Richmond area to Tidewater...and is represented
by Virginia's only black congressman, Democrat Bobby Scott.
While that's nowhere near our region, the decision makes quite an impact.

The Supreme Court has struck down other southern congressional districts in
recent years -- which could encourage Virginia to just re-district now and get
it over with.

Salem officials are being tight lipped about the recent developments at the

Shawn and Ronald Gray told the judge how the masked gunman approached their
cousin, Antwan, demanding he quote-- "give it up."
RONALD Gray testified the man with the rifle lifted the ski mask he was
wearing, just after firing the third and fatal shot.
Gray says he realized about 15 minutes later that it was Jones, but he
admits he didn't tell police right away.
A plea agreement today in the case of a Bedford County bus driver accused of
fondling an 8- year- old boy.
35- year- old Walter Wayne Pugh entered an Alford plea.
That means he doesn't admit taking indecent liberties with a minor or
contributing to the delinquency of a minor... but concedes the evidence is
strong enough to convict him.
Both sides say they're happy to avoid taking the case to trial.

Tonight-- more on people in our area who say they've fallen victim to a tax
Residents spanning from Rocky Mount to Rockbridge County say they've lost a
lot of money.
They explain that for 150- dollars a man named Randall Breeden agreed to
"educate" them on how they could reduce their income taxes.
Now the I-R-S is fining them, in some cases upwards of 15- hundred- dollars.
What's interesting is how they say they learned about Breeden.
In some cases it's apparently been through relatives.

Breeden has refused to discuss this with us on camera.
In fact, he sent us a certified letter today requesting we do not contact
him by telephone or in person in the future.
The I-R-S will neither confirm nor deny it's investigating this.

may be a tax scheme.

If you want to talk about information you've received from the I-R-S, call
Governor George Allen says he knows nothing about it.
But North Carolina's governor says a secret deal may be in the works between
the FDA and the tobacco industry.
Governor Jim Hunt told tobacco growers in Raleigh there's a strong
possibility that the FDA would reduce its interest in regulating tobacco as a

A lawyer from Rocky Mount has launched a challenge against Republican
Delegate Alan Dudley.
33 year old Mary Harkins is the only Democrat to announce her candidacy so
far for the seat representing Floyd, Franklin and Pittsylvania counties.
Harkins lists education and promoting volunteerism as her top priorities.
And says she's willing to put her money where her mouth is.

One woman in our area is not too pleased with a set of artificial nails she
received....saying her real nails were destroyed in the process.
Now she's suing the nail salon-
She wants 100 thousand dollars.
It was almost two years ago- when Carol Webb got acrylic nails at Top
Nails at Crossroads mall.
After one week her fingers started to hurt so she went back to the salon and
had the nails taken off.
But Webb says her real nails were ruined.
