A federal court says Virginia engaged in racial gerrymandering in its
efforts to create its only black majority district.
That district runs from the Richmond area to Tidewater...and is represented
by Virginia's only black congressman, Democrat Bobby Scott.
Ellen Qualls is in our Richmond newsroom.
What's likely to be the statewide impact?
Jean, there's an historical impact -- where a well-intentioned effort to
give black voters more power has gone awry.
But there's obviously a political impact if re-districting must begin again.

The Supreme Court has struck down other southern congressional districts in
recent years -- which could encourage Virginia to just re-district now and get
it over with.

Salem officials are being tight lipped about the recent developments at the
Yokohama Tire plant.
Yesterday, News-7 reported excerpts from a speech given by the company's new

900-plus workers at the plant would be out of a job.
Salem City Manager Randy Smith was reluctant to say anything at this point.

A juvenile court judge in Roanoke certified capital murder charges today

attempted robbery and murder of Antwan Gray late last year.
Shawn and Ronald Gray told the judge how the masked gunman approached their

wearing, just after firing the third and fatal shot.
Gray says he realized about 15 minutes later that it was Jones, but he
admits he did not tell police right away.
A lawyer from Rocky Mount has launched a challenge against Republican
Delegate Alan Dudley.
33 year old Mary Harkins is the only Democrat to announce her candidacy so
far for the seat representing Floyd, Franklin and Pittsylvania counties.
Harkins lists education and promoting volunteerism as her top priorities.
And says she's willing to put her money where her mouth is.

Ironically, the overall childhood death rate from disease went down over
the past 40 years, while the murder rate tripled and the suicide rates
quadrupled amongst children.
Imagine going to a nail salon to get artificial nails- and ending up with
damaged nails instead.
That's what one woman says happened to her.
Now she's suing the nail salon- She wants 100 thousand dollars.
It was almost two years ago- when Carol Webb got acrylic nails at Top
Nails at Crossroads mall.
After one week her fingers started to hurt so she went back to the salon and
had the nails taken off.
But Webb says her real nails were ruined.
