A deadlock in Richmond over appointing a new justice to the Virginia Supreme
Good Evening, this is NEWS-7 Primetime on WEFC. I'm Connie Stevens.

Lots of names, but NO agreement on a new Justice for the state's highest
Lawmakers have given up for the evening... after the House of Delegates
offered the Senate a phone book to find any new candidates for the job.
The appointment is a big deal, because it's soaked in politics.
Richmond Judge Margaret Spencer emerged today with 55 votes in the House of
She's the only candidate with high profile backing -- that of Lieutenant
Governor Don Beyer.
But SENATE Republicans, are in effect, blocking what would be the first
African American woman jurist on the high court.
A justice needs 21 votes.
Spencer got 20.
Former Republican Delegate Steve Agee of Salem also got 20.

The House and Senate did agree on some new judges throughout the state.
Among them, John Apgar for the Roanoke Circuit Court.
The vacancy was created by the retirement of Circuit Judge G-O Clemens.
Christiansburg attorney Bob Viar (VIRE) was picked to replace Judge Patrick
Graybeal in the Juvenile and Domestic Relations Court in the New River Valley.
The General Assembly picks must be certified by the Governor.
There's scrambling going on to fill the vacancy on U-S District Court.
Chief Federal Judge Jackson Kiser plans to take "senior status" this
Spring, creating an opening on the bench.
Likely candidates for the job include:
Diane Strickland, currently a Roanoke City Circuit Judge.
Clifford Weckstein, another Roanoke city circuit judge.
And former State Attorney General Mary Sue Terry.
In addition to being a Democrat who's paid her dues to the party, Terry is
from Patrick County...
Strickland and Weckstein are out of town, attending a Criminal Law Seminar,
so they're unavailable for comment.

An elementary school student is the latest Wythe County student facing
suspension as the result of a racially motivated incident.
Officials confirmed a white student at Scott Memorial Elementary School was
suspended for tying his jacket drawstring into a knot which resembled a noose.
The same type of incident happened one day earlier at George Wythe High
Some black students were outraged over that behavior and several two-day
suspensions were levied against white students.
Then the problem seemed to intensify yesterday, when a hate message was
spray painted on the road leading up to the High School.
But NEWS-7 spoke to several white students this afternoon, they said the
racism problem is being blown out of proportion.

School superintendent James Vaught was unavailable for an interview.
But through a statement, he said he was working to improve relations between
The man accused of robbing a Roanoke man and then leading a chase into
Botetourt County has been convicted of reckless driving.
Today, two more serious charges were certified to the grand jury.

Timothy Lam was arrested in Botetourt County on February first, but the
incident allegedly began in Roanoke with the robbery of 50 dollars.
Police say, as Lam tried to escape, the victim was thrown from the back of
And later, they say he rammed a car that followed him into Botetourt
Today, a Botetourt County judge certified charges of hit and run, and
attempted malicious wounding.
He sentenced Lam to 30 days in jail for reckless driving.
Lam appealed that conviction.
He also faces charges in Roanoke.
Dangerous thunderstorms are moving through parts of South Carolina and

Heavy rain caused major flooding in the Chicago area today-- as
thunderstorms caused rivers to overflow their banks and forced roads to close.
Meteorologist Robin Reed reports the rain has actually turned into snow

leave the Whitewater Probe.
Monday, he had announced he was going to join Pepperdine University in

Planned Parenthood officials say they will likely challenge the law in
The General Assembly's fight over generic and brand-name drugs hit
especially close to home for Lynchburg residents.
For Lynchburg Senator Steve Newman -- it was less about medicine and more

state Pharmacy Board.

That company is Barr Labs, a 20 million dollar venture that means 120 jobs.
It will make a generic heart medicine that competes with Merck
pharmaceuticals in the Shenandoah Valley.
A longtime Roanoke employer is having a record-setting year.
Shenandoah Life announced a 27-percent increase in profits at its annual
The insurance company reports in 1996 it made more than 11- million-
dollars, a new record.
C-E-O Robert Clark says gains from the sales of securities and lower federal
income taxes more than made up for rising claims costs.
Shenandoah Life has 250 employees at its Roanoke headquarters.
They're being called "hot spots."
The American Trucking Association named its top five dangerous intersections
in the Roanoke Valley and gave some suggestions to avoid a possible wreck.
According to state police in 72-percent of accidents involving trucks and
cars, the fault lies with the driver of the CAR.
Drivers need to allow truckers more space on the highways because it can
take a fully loaded rig the length of three football fields to stop.
There are also other safety precautions drivers can take.

O-J Simpson is considered the cause of increased sales of Bruno Magli
Bruno Magli's president says the fame generated by Simpson's two trials has
proven both good and bad.
The shoes were in the spotlight after Simpson denied wearing them, only to
be confronted with a series of photos contradicting his testimony.
The company says sales were up 35 percent last year and 50 percent already

As many couples have found out, starting a family can be a difficult task.
Researchers are finding that sometimes fertility problems stem from a
person's parents-- beacuse of a small defect in the Y-Chromosome.
At the University of Minnesota, a study finds that this genetic link to
infertility affects quite a few men.
Their D-N-A research helps explain why some men can be infertile, and
still have a normal sperm count.

wondered is it a bird? Is it a plane?
They were actually hot air balloons-
These aren't your typical balloons.
Physics students at Cave Spring made them-- and today put the balloons to

Students filled them with hot air- helped out with a coffee can contraption-
that tunneled the air in.
This project isn't just to get outside and have fun-
