School renovation projects are the latest issue to be topping the agenda of
the N-double-A-C-P. It is seeking a change in the way contracts for the
projects are awarded in Roanoke.
Black-owned firms received less than one percent of the contracts on Roanoke
school renovation projects during the past decade.
Roanoke N-double-A-C-P president Martin Jeffrey said the figures show that
something is seriously wrong.
School officials said they've tried to increase minority participation --
but few black-owned companies submit bids.
Contracts must be awarded to the lowest bidder.

Virginia is seeing a steady rise in the population of state juvenile
corrections facilities.
Part of the reason is an increase in youth crime.
The other is a get-tough stance that means longer sentences for young
offenders.
In 19-91, about 13-hundred young people were in state custody.
Authorities said that population topped 18-hundred by 19-95.
But experts are worried that crowding means most troubled young people are
NOT getting rehabilitation help.
