Roanoke fire chief Jim Grigsby says he wants to insure that the first truck on the scene of a fire has the capability to fight the blaze.
Known as Quints because they combine five functions into one vehicle, the trucks have been used for years by many communities including the city of Salem.
But firefighters believe the new trucks will lead to cuts in manpower, and ultimately compromise safety.
