In 1994, before Governor George Allen put his picks on the board, Virginia had a parole grant rate of about 43-percent. pre-pro page two
The new Allen board in 1995 slammed the door shut ... releasing only about 14- percent of parole eligible inmates. pre-pro page three

Tucker says some of that is the board members getting to know the inmates they've seen annually now for three years.
