A congressional subcommittee meeting in Richmond today heard the pros and cons of electric utility deregulation.
Supporters of deregulation say competition could mean lower power bills but consumer groups and power companies warn it could have the opposite effect for residential customers.
At issue is legislation that would require states to devise their own plans for competitive electric service.
Virginia Congressman Tom Bliley chairs the Commerce Committee and strongly supports the legislation.
He said it could save the average consumer as much as 433 dollars a year.
