Marilyn Manson is a self-avowed Satan worshiper, whose band is known for vulgar lyrics and a sensational act.
Richmond city council last week cancelled the concert -- then was told it was violating the first amendment.
The city even floated the idea of paying the band NOT to play, but Manson declined the offer.
