Governor Allen today named the honorable Cynthia Kinser of Pennington Gap to
the Virginia State Supreme Court.
She is currently the United States magistrate Judge for the Western District

Allen was given appointment rights after the General Assembly deadlocked this

The vacancy comes from the retirement of Justice Roscoe Stephenson Junior.
The state constitution requires that all Supreme Court appointments be
approved by the legislature.
That can't happen until after the governor leaves office next January.
