Assembly, the board will work charter schools into the controversial Standards
of Accreditation in a vote on Wednesday.

Charter schools are locally- controlled schools with very little state
The Clinton administration has earmarked funds Virginia could get for them.
Roanoke County Democrat and House Majority Leader Dick Cranwell has led the
fight against the schools.
Cranwell says charter schools could return Virginia to segregation and
"Balkanize" the public school system between the haves and have nots.
Sources say the State Board will also delay a final vote on the Standards
for about a month to get more input.
That's after the Governor proposed major changes last week, including
making sex ed and elementary guidance counselors optional.
A new wrinkle in the tale of the tape that's NOT helping Gil Davis's
campaign for attorney general.
According to The Washington Post, Pittsylvania County resident Ramona Hines
has requested an investigation into Davis's conduct by the Virginia State Bar.
Hines was a client of Davis's when she made the videotape first seen on
That tape is now part of an ad run by fellow Republican opponent Ken Stolle
Hines says she complained to the State Bar about Davis's professional
conduct last month.
She alleges that on several occassions over a two year period, Davis asked
to meet him to discuss her case.
At those meetings she alleges that he would ask her to disrobe, get himself
drunk, tell dirty jokes, and expose his underwear.
Davis calls the allegation "absurd." Bar officials say complaints or
investigations are not released, unless a finding of misconduct is reached.

Everybody loves a tax cut -- unless it's NOT fair to them.
The centerpiece of Jim Gilmore's campaign for governor is to eliminate the
tax on personal vehicles.
He calls it a "good times dividend."
But in a county like Carroll, the tax rate is a dollar-30 per one hundred
dollars of assessed value.
In Arlington, it's four-dollars and 40-cents.
Gilmore's plan would reimburse local governments "dollar for dollar" for the

Roanoke City precincts will have separate voting machines for the
Republican and Democratic primaries. Voters can only select one booth.
Three days after a fire at Carilion Bedford Memorial Hospital-- displaced
patients were moved back to their rooms at the facility.
87 residents were evacuated from the hospital after Tuesday night's fire.
Dozens of patients were transferred to oanoke Memorial Hospital-- before
leaving by bus today.
The remaining patients staying at Carriage Hill Retirement Center, will be
moved back tomorrow.

The fire started when a circuit breaker was accidentally turned on, heating
a hot plate in the recreation room of a storage closet.
Carilion estimates the fire, smoke and water damage at about 25-thousand
A 117- million- dollar investment in Westvaco's paperboard plant won't
create any new jobs in Covington.
But it does add up to a vote of confidence for the Alleghany Highlands'
In a rare visit Westvaco chief executive officer John Luke Junior flew in
from the company's New York headquarters to join Governor Allen for the event.
The Covington plant will get a new lime kiln that recovers chemicals used in
the paper making process.
It will help the plant reduce its air emissions, something that is often the
focus of criticism.

The plant is also expanding its woodyard.
It will soon be able to process 10- thousand- tons of wood chips a day, up

Blacksburg's Federal Mogul is working with state environmental agencies to
determine if neigbors are affected by a chemical de-greaser seeping into the
The chemical, known as (Try-CLORO-ethyl-lean) Trichloroethylene, or T-C-E,
is used by the company to degrease engine bearings.
It's been detected in a well at the A-and-T Mobile Home Park-- and also in a
nearby spring that feeds into Wilson Creek.
The chemical seeped into the ground at a private waste water treatment plant
on the site-- that's now closed.
Federal Mogul is expected to spend several million dollars determining how
far the chemical may have spread into the groundwater.

The defense's effort to spare McVeigh's life will paint a picture of a man
whose circumstances caused him to take a terrible turn for the worse.
Today in court, McVeigh smiled as he watched his former Army buddies
testify about his top-gun skills.

The Martinsville- Henry County region will soon have another draw to the
Patrick Henry Community College held an indoor groundbreaking today for its
new J- Burness (BURR-niss) Frith Economic Development Center.
The center will provide people with the advanced business training and
education needed so they can go to work for local employers.

On June sixth, 1944, U-S troops stormed the Normandy coast.
An Army National Guard company from Bedford was at the forefront of the
invasion and many lost their lives.

He says everyday he thinks about his brother and the other men that died

And that's exactly what officials hope the National D-Day Monument will do.
At the site of the monument sand from Omaha Beach was mixed with Bedford
soil in a dedication ceremony to symbolize the bond that soldiers like Roy
Stevens built when Allied troops invaded Normandy.

The Civil War ended more than 130 years ago, but authors are still writing
books about it.
One of the latest is called "Civil War Blunders," by Clint Johnson.
It's a book detailing offbeat, and even humorous, incidents that occurred
during the war.

Doctors in Chicago say a radical procedure has rid a woman of lupus.
They say a cell transplant procedure in April eliminated lupus from the
system of a 24-year-old woman diagnosed with lupus eleven years ago.
It could mark a breakthrough in the fight against lupus, an incurable
disease in which a person's overactive immune system attacks the body.
Doctors caution that after just two months it's too soon to know whether
lupus will return in the patient.
But the procedure could end up being useful to treat other auto-immune

have voted Virginia Tech's Matt Griswold, Barry Gauch, Matt Reynolds, and Denny
Wagner to the 1997 All-Star team.
