Nova says Planned Parenthood is challenging the law on three counts.
He maintains the measure is unconstitutional, placing a personal decision in the hands of a judge.
The law also does not place a limit on the amount of time a judge can take to make a decision, which Nova says may push the abortion into a later stage of the pregnancy.
Nova says there are also fears that the confidentiality of the minor may be violated.
Lawmakers who support the measure are undaunted.
