President Clinton is urging background checks to continue until a national
system of checks is in place next year.
The Brady ruling has essentially NO impact on Virginia.
Virginia was the first state to do instant background checks on firearms
purchasers, starting in 1989.
So the Virginia State Police say they'll keep doing the checks under state
law, regardless of the ruling.
Since 1989, the State Police have run almost 1-point-3 million background
checks, and denied gun sales to over 12-thousand people with prior records.
In other U-S Supreme Court action, the justices struck down Virginia's only
black majority congressional district.
The justices refused to hear an appeal from the state and the ACLU.
So the ruling made by a federal three judge panel stands.
The panel said the district is UNconstitutional because race was the
predominant factor in determining the lines.
The third district runs from Richmond to Tidewater.
The decision means Virginia's only black congressman, Bobby Scott, will have
to run in a new district.
And Virginia lawmakers have something new to fight over.
In the Commonwealth, it's new law time again.
