road the green light to break ground on the six mile stretch.

U-S District Judge Jackson Kiser said construction can begin immediately on
the highway without doing another environmental study.
Preliminary work on the 100-million dollar project has been underway for
The Smart Road will link Blacksburg with Interstate 81.
Opponents had argued that the government failed to consider all of the
environmental impacts-- such as the need for thousands of gallons of water.
In his opinion, Judge Jackson Kiser wrote it's possible that the costs may
outweigh the benefits.

The Parental Notification law went into effect 22-- hours ago.
The President of Planned Parenthood of the Blue Ridge is meeting with
Roanoke's Commonwealth's Attorney Don Caldwell tomorrow for his opinion on a
parental notification procedure.
David Nova says as long as the law is on the books, the organization will

Planned Parenthood says its been supplying information about the new rule,

that destroyed his home in Montgomery County today.
Tina Hamlin was home with her two small children when the fire broke out in
their trailer at about 2:45 at Oak Forest Mobile Home Park.

A Virginia Beach man who was on parole after robbing a bank, is behind bars
again-- for allegedly robbing a Lynchburg bank this afternoon.
Around one o'clock, the suspect entered this First Federal branch on
Memorial Avenue, displayed a gun and demanded money.
He escaped on foot with an undetermined amount of cash, but was spotted by a
Lynchburg detective just a few minutes later.

34- year- old Darryl Delancey is charged with robbery, use of a firearm in

He's being held without bond.
One of Governor George Allen's hand-picked agency heads has resigned--
saying that he was told he would have to make campaign donations to other
Republicans to keep his job.
Department of Criminal Justice Services head and former temporary parole
board chairman Bruce Morris made the allegation.
Morris said in a letter that the policy came down last week from Governor
Allen's Chief of Staff Jay Timmons.
The Governor says Morris misunderstood.

A big change just took place today in Virginia's Domestic Violence laws.
The previous law stated Police officers SHOULD arrest the primary aggressor
in a domestic violence incident.
The new law makes an arrest more likely.

a task force to oversee the negotiations of the national tobacco settlement.
That task force would also make recommendations on what would be in

for its handling of radioactive material in its Campbell County facility.
The N-R-C DID suggest B&W make improvements in its uranium recovery

Breast cancer affects one out of every nine women.
Early detection is helping them survive the disease.
Currently, a legislative committee is reviewing a bill that would allow women
to stay in the hospital for at least 24 hours after breast-cancer surgery.
