The federal appeals judge who cleared the way for Virginia's new parental notification law is explaining his decision.
Judge Michael Luttig released a 37- page ruling yesterday, BLASTING Judge James Turk for his temporary injunction of the law Monday.
Luttig disagrees with Turk on every major provision of his ruling.
He writes that the status quo should be upheld until the constitutionality of the law is decided...
And that status quo is "that which the People have wrought, not that which unaccountable federal judges impose on them."
Planned Parenthood has appealed Luttig's ruling.

Virginia state police say the accident was caused by a mini-van that swerved across a median.

Six of the dead were in the minivan, including three small children who were flung across the highway.

Health officials in Montgomery County are on alert after a rabid cow was diagnosed in the area.
It was apparently infected by a wild animal.
This is the sixth year that rabies has increased in the area.

Officials say a dodge mini- van swerved across the median and slammed into a recreational vehicle and a tractor trailer.
The accident crushed the mini-van to a height of about two feet, flung the bodies of three children across the roadway and scattered luggage and twisted steel over 120 yards.
Six of the dead were in the mini-van.

Yesterday, a federal appeals judge explained why he let the parental notification law go into effect as planned.
According to Judge Michael Luttig-- "If the necessary, but awesome power of the federal judiciary is to be respected, it must respect the People and their institutions of government."
Luttig writes in a 37-page opinion that federal Judge James Turk showed a "palpable misunderstanding" of Supreme Court precedent on other law dealing with teen abortions.
Turk blocked the new law for a few hours on Monday, before Luttig struck down his injunction.
Planned Parenthood has appealed Luttig's ruling.
