Sheriff Doug Marrs is using a "dummy" deputy to get people to slow down.
This was the mannequin's first day on the job.
He spent the afternoon running radar just outside Christiansburg.
Marrs says speeding is the biggest complaint he hears but says his staff can
only do so much.
