just moments before he's sentenced to life in prison.

Frank Clements says he was trying to survive on the streets when he shot the
ten year old.
The 34-year old fired at Reggie Hutchens, when he opened his front door back
The boy now has a permanent scar on his chest.
Clements says he INTENDED to shoot Reggie's mother and father for reporting
drug-related activities to the police.

Two teenagers were arrested on malicious wounding charges in Bedford County.
Now officials there are worried about gang activity in their community.

That culminated yesterday when two teens severely beat another young man as
part of an apparent gang initiation.
The man who was beaten, Richard Collins of Roanoke, refused to talk to police
about it, but witnesses helped authorities make the arrests.

the gangs out of Bedford County.

A Federal grand jury today charged Former agriculture secretary Mike Espy
with 39 counts.
Espy is charged with illegally accepting gifts, trips and other favors-
Investigators say Espy accepted more than 35 thousand dollars in perks from
large food producers that did business with the U-S-D-A when he headed the
agency in 1993 and 94.

NO surprises in the final report on the collapse of a balcony on the Lawn at
the University of Virginia.
The corroded hanger rod -- clearly visible in the balcony wreckage -- is
apparently to blame.
That's according to an engineering report from an independent consultant
hired by U-V-A.
The May 18th collapse during the university's commencement exercises dropped
23 people to ground, killing one woman and injuring 17.
The report points out that the unique detached design by Thomas Jefferson
added to the risk of collapse if a metal rod failed.
A visibly giddy Don Beyer made the most of his latest endorsement today.
Beyer and both his Democratic ticket-mates got the nod from the Fraternal
Order of Police after closed-door candidate interviews over the weekend.

Stadium. The teams will play through Saturday night, which is Salem's final
game of the year.
Virginia Tech quarterback Al Clark will make his first start for the Hokies
this Saturday afternoon at Rutgers.
While many Tech fans are worried about Clark's lack of game experience,
they need to keep in mind that the redshirt junior did see action in the first
five games of 1996 and, over the past few years he has practiced against some
of college football's best defenders.
