Authorities believe vagrants used the home- and it's possible they may have started a fire to keep warm.

The state Board of Education has passed tough new Standards of Accreditation for Virginia schools.
(----------------)
VO-NAT
SUPER=03-Richmond;

That means that 70 percent of public school students will have to pass tests in math, English, science and history for the school to keep its state accreditation.
However, it's going to take a long time for those standards to kick in.
A school that fails to meet the new standards will lose its accreditation in ten years.
Opponents argue changes will unfairly penalize students in inner city and rural schools and will hurt vocational education.
