During the first week of classes the number of students riding buses was about average, according to school officials.
But they concede that was also misleading, because most parents were driving their kids to and from school during that time.
By law, no more than 64 elementary school students are allowed to ride a school bus.
But because buses in Bedford County carry elementary, middle school and high school students, administrators say they try not to exceed 50 students.
