Legislators are proposing car manufacturers make airbags for motorists who buckle-up, NOT for those who don't.
A Senate Committee voted Wednesday for a government mandate on air bags to deploy more softly, protecting belted drivers and passengers.
Some safety experts say either way, motorists should be wearing their safety belts.
