The new jury will decide whether Terry Nichols shares the blame for the 19-95 bombing that killed 168 and injured hundreds more.
Nichols faces the same charges as co-defendant Timothy McVeigh.
In June McVeigh was convicted and sentenced to die.
Prosecutors believe the two men wanted to avenge the Branch Davidian deaths near Waco, Texas four years ago.
Jury selection is expected to take two weeks to a month.

Meat from the plant is not under recall and so far no illnesses have been reported.

Police say the driver of the truck, 41- year- old Robin Dennis Lowe, hit a guardrail and flipped his vehicle, landing on the van.

The accident is still under investigation.

Housing Secretary Andrew Cuomo announced Friday that the city will receive two million dollars in economic development assistance.
The money will help to expand the Riverview Industrial Park, creating approximately 800 new jobs.
The money will also be used to finance road construction and to extend water, sewer and gas lines for the 425- acre site.

Residents and visitors came out to devour a seven foot pie as part of the festivities to open the new Key West Historical Monument Sculpture Garden.
More than 11-hundred key limes and 20 pounds of sugar went in to making what's billed as "the world's largest key lime pie."
