The city of Buena Vista is celebrating the completion of its new flood control project.
The improvements required more than a decade of discussion and planning, three years of construction and more than 40 million dollars.
But Joe Dashiell reports, residents are counting on the floodwall and levee to protect them from high water, and economic uncertainty.
