The State Crime Commission is studying how to improve Virginia's system of paying lawyers for poor defendants.
Court-appointed lawyers in the state are among the worst-paid in the country.
Some lawmakers fear the the low pay could result in lawsuits and overturned convictions.
Virginia caps the amount that court-appointed lawyers can get.
For the most serious felonies, the cap is 575 dollars.
If the crime carries less than 20 years of prison time, the cap is 265 dollars.
The General Assembly has raised the cap for serious felonies to 735 dollars, but that starts next July.
