The draft report by the Human Rights Study Group also urges the General Assembly to create a watchdog panel for the state mental health department.

A collision with a tractor trailer in Franklin County killed one Ferrum College student last night.
Brian Ruzzi was pronounced dead at the scene, and the student in the vehicle was taken to the hospital.
Ferrum College representatives say both students are from Virginia Beach.

The Sheriff is asking for information about a light blue Jeep Cherokee or white Nissan Maxima seen in the area.

The Sheriff says a woman who was with the victim is providing information on suspects.
Farmer lived in the nearby community of Keeling.
The Sheriff will not say who owns the mobile home or when he expects to make an arrest.

A major reorganization plan at Giles County's largest employer is creating some friction between company and union leaders.

Celco officials say the union rejected a proposal that would automate some jobs in the plant.
Plant officials insist the plan would have provided hourly workers with job security.
But union leaders reportedly feel the proposal violates their contract by stripping away seniority rights.
As many as 500- hourly workers could be affected.
Celco makes material for cigarette filters and yarn for synthetic clothes.
