In his last state budget, Allen plans to include money to help pay for the first two years while the car tax is being phased out.
Allen announced his plans at a meeting with key members of the General Assembly leadership this weekend.

According to pollsters fewer than one in five voters with high school diplomas and no college education cast a ballot on November fourth.
On the other hand, more than half of those with a college education and earning more than 50-thousand dollars showed up at the polls.
The wealthier the voter the more likely they voted Republican say some analysts.
They also claim that the dismal voter turnout among those of lower income and less education helped the Republican party win all three of the top state offices.
