In a program launched in the last few weeks metal "boots" are attached to cars to immobilize the vehicles until the parent agrees to a payment schedule.

It appears that Governor- Elect Jim Gilmore may have UNDER- estimated the costs of getting rid of the car tax.
State budget analysts say implementing Gilmore's No-Car-Tax campaign pledge will cost as much as two- point- eight billion dollars.
Democrat Joe Gartlan of Fairfax said he expects even some Republicans to balk.
But G-O-P committee members said they'll find a way to deliver on Gilmore's promise.
