The state set a new modern one-year record for the number of executions in the Commonwealth last night.
A convicted rapist and killer from Hampton was the ninth death row inmate to die this year.
But Virginia corrections officials say they expect to "meet or exceed that pace" NEXT year.

VO-NAT

Thomas Beavers raped and murdered his 60- year- old neighbor in 19-90.
His attorneys argue he was brain-damaged and incompetent to stand trial.

Beavers' jury was told he raped two other women after her murder.

Virginia only made lethal injection an option in July 19-95 -- but Beavers is the 22nd inmate to die by it since then.
He's the state's 46th execution since 19-82.
Only Texas has had more.
The average stay on Virginia's death row is now just under nine years... and dropping.

The punishment might not always fit the crime in Virginia's Juvenile justice system.
A new study presented yesterday to the Virginia Commission on Youth found children who run away from home or play hooky from school slip into a life of crime because courts are reluctant to punish them.
The commission voted unanimously to offer legislation to next year's General Assembly aimed at keeping children in school and out of trouble.
