A new study presented yesterday to the Virginia Commission on Youth found children who run away from home or play hooky from school slip into a life of crime because courts are reluctant to punish them.
The commission voted unanimously to offer legislation to next year's General Assembly aimed at keeping children in school and out of trouble.
