The National Conference of State Legislatures says Virginia is among about a
dozen states looking at possible major cuts this year.
Outgoing Governor George Allen has included 260 million dollars in his
proposed budget to start Governor-elect Jim Gilmore's plan to eliminate most
local car taxes.
Even so, Allen's budget has significant hikes in spending, including 874
million new dollars for public schools.
