Meanwhile a federal judge late last night refused to stop local electoral boards from speeding up the certification of the three special elections for House of Delegates seats.
Judge Robert Payne ruled that the process the local boards are planning after today's elections does NOT violate the federal Voting Rights Act.
However, his decision could be moot after a Richmond Circuit Court judge earlier yesterday ruled that the State Board of Elections can wait until Friday to certify the election results.
The Commonwealth's Supreme Court will consider the issue today.

Rutan was prepared for everything but the cactus he landed on... Painful, but thanks to the chutes, he and Melton weren't on the gondola when it hit power lines and exploded in Texas.
Sunday morning, Rutan left a thankyou message on Butler's answering machine.

No matter who the unofficial winner is, it is still unclear whether the votes will be certified tomorrow or Friday.
The Virginia Supreme Court will consider the matter today.
If Republicans win all three races they will be able to challenge Democrats for a share of power when the General Assembly convenes tomorrow.
Yesterday a state judge upheld a Board of Elections decision to certify the results on Friday. But last night, a federal judge said speeding up the vote count doesn't need Justice Department approval.

The Red Cross says bad weather kept donors away from holiday blood drives and now inventories are below emergency levels.
Healthy donors of all types are needed.
The Appalachian Region Red Cross supplies blood to 44 hospitals and nine dialysis centers in the area.
To donate blood, you must be healthy, at least 17- years- old and weigh at least 110 pounds.
